As you know, Tolkien's Middle-Earth is a place of Magic; however we have to keep it monitored here - seeing as a flying Gandalf shooting fire out of his eyes; is a little unfair. There will be different groups of magic for a start.

[Istari]

People such as Gandalf, Radagast and Saruman are the most notorious of magic users - their magic is by far the strongest in the land. Their magic relies upon the elements to deal damage, such a fire blasts, wind blasts and thunder strikes. The magic is cast must like wizard spells; and ancient tongues must be spoken in order to cast the spells as well as staffs to be present.

Users such as: Gandalf, Radagast, Saruman

[Foul Magic]

The cruel ancient remanants of Morgoth himself; the dark, cruel arts of fiends such as the Nine and the Balrog of Morgoth. Magic of enslavery, cruelty, torture and suffering. Unlike the Istari, the shadows do not use the elements, but rather fear to fuel their magic. Without the presence of fear, their magic is useless.

Users such as: The Nine Nazgul, Mouth of Sauron, The Balrog of Morgoth

[Elven Magic]

The magical strength of the Elven race, adept at healing as well as basic elemental magic. Elven magic revolves around nature and defending, and is ineffective in the lands of the Dark Lord himself. The magic is highly basic, with simple heals and supporting spells - that have developed over time to preserve what is left of the Elven race.

Users such as: Haldir, Elrond, Galadriel

[Nature Magic]

Some creatures, such as Treebeard and Dragons possess magic; even if it is minor. The ability to breath fire will be considered as a magical attack, regardless if it is species related as well as a animation of the trees. Also Druids of the wild, such as Beorn, the Bear transformer, also Legolas with the ability to hear nature - do not abuse these magics.

In order to cast a spell, the appropriate measures must be met, firstly you must be able to cast a spell; and to the ability to do so. You can't be Faramir and expect to cast a firebolt, it isn't going to happen. Be reasonable, magic is a tiresome art that drains energy - it also re-calls reciting ancient texts which can sometimes be forgotten, be realistic; you character isn't going to be able to re-call every spell. Stick to a few. Also, just because you can use magic, don't abuse it. You can't heal all of your soldiers and everyone all of the time nor can you summon a huge firewall to block your enemies pathway. Even Gandalf and Saruman's power was very limited, though magic users, the community requires fairness and therefore I hope if you are going to be magic-users you will oblige with these few reasonable rules, from here.. Middle-Earth is your oyster.
